« La laïcité, c'est la neutralité de l'Etat dans le respect de toutes les opinions religieuses ou philosophiques exprimées par ses citoyens ».
La laïcité de l'Etat suppose la séparation et l'indépendance de l'Etat
et des religions, l'égalité et la non discrimination entre les citoyens et constitue la base de la démocratie et de l'Etat de droit.

Secularism is the neutrality of the State owing respect to all the religious
or philosophical opinions expressed by its citizens. The Secularity of the State supposes the separation and independence of the State vis-à-vis the religions as well as equality and non discrimination between the citizens and as such constitutes the base of Democracy and the State of Law.

العلمانية هي حياد الدولة في اطار احترام جميع الآراء الدينية او الفلسفية التي يعبّر عنها مواطنوها وتفترض علمانية الدولة فصل الدولة واستقلالها عن الديانات وكذلك المساواة وعدم التمييز بين المواطنين وهي تشكل قاعدة الديموقراطية ودولة القانون
